PRESTON — Town meeting voters will be asked October 29 whether Preston should sell two Route 12 parcels to the Mohegan Tribal Gaming Authority for $200,000.

The special town meeting is scheduled for 7 p.m. at Preston Plains Middle School, 1 Route 164. The official warning identifies the properties as Parcels 7DE and 7DF and asks voters to approve the sale, accept the authority’s October 19 offer and authorize the first selectwoman to execute agreements needed to complete the transaction.

Minutes from an October 20 Preston Redevelopment Agency special meeting describe Parcel 7DE as 8.17 acres and Parcel 7DF as 20.86 acres, for a combined 29.03 acres. The minutes say the $200,000 purchase price would be paid in cash at conveyance and that the offer is subject to a survey and attorney review of title documents and the proposed deed.

The agency voted 5-0 to recommend approval of the offer and a related license agreement, according to the minutes. That recommendation is not the final town meeting decision.

The town meeting resolution also makes the parcel conveyance contingent on conveyance of Preston Riverwalk under the 2017 Property Disposition and Development Agreement between the town and the Mohegan Tribal Gaming Authority, as amended in 2022.

Preston describes Riverwalk as a roughly 393-acre development campus along the Thames River. The reviewed documents do not establish that the larger conveyance has been completed, set a construction schedule or specify a final use for Parcels 7DE and 7DF.
