NORWICH — A judge’s pending decision could determine how much authority the city has to place its volunteer fire companies under a unified command, according to an October 21 Norwich Bulletin report.

The newspaper reports that four of the city’s five volunteer companies sued over the structure announced in August 2025. Norwich argues that a single chain of command improves coordination and standards; the volunteers contend it removes authority from their chiefs and infringes on their organizations’ independence.

The dispute has practical consequences for local fire protection. The Bulletin reports that the city closed Yantic’s volunteer operation and placed paid firefighters in the Taftville firehouse while the disagreement continued.

One contested issue is a shared fire-department reporting number. Volunteer representatives raised concerns about identity and grant eligibility; city Fire Chief Sam Wilson said individual units remain identifiable and disputed that grants would be harmed.

The parties have completed their court submissions, the newspaper reports. Wilson described a decision window running into mid-January, but no outcome is established. This account attributes the competing positions to the Bulletin’s review and interviews; Eastern CT News has not independently reviewed the court filings.
