NEW LONDON — U.S. Immigration and Customs Enforcement agents arrested a man from Peru during a targeted operation in New London on October 9, according to a Department of Homeland Security spokesperson quoted by NBC Connecticut.
DHS told the station that Tommy Randolph Izaguirre-Chavez allegedly tried to flee before agents took him into custody without further incident. The available report does not identify the precise New London location, describe the legal process used for the immigration arrest or say whether state or local officers participated.
NBC Connecticut reported that its review of the state judicial website found convictions for first-degree unlawful restraint and third-degree assault stemming from an August 30, 2025 incident. The station said Norwich police arrested him September 5, 2025 and that he later pleaded guilty.
According to the station’s account of the court record, he was sentenced September 25, 2026 to five years, suspended after 11 months, followed by three years of probation on the unlawful-restraint conviction, along with a six-month sentence on the assault conviction. This newsroom could not independently retrieve the underlying state docket during this pass, so those details remain attributed to NBC’s review rather than presented as a fresh court-record verification.
DHS also referenced other past charges but did not provide case details or dispositions. Charges are not convictions, and those additional allegations are not treated here as established facts.
DHS said Border Patrol had encountered Izaguirre-Chavez near Calexico, California, in September 2022 and later released him. The report does not disclose his current detention location, whether a removal case is pending, whether counsel has appeared or what next proceeding is scheduled. An immigration arrest is not itself a new criminal conviction.
