GROTON — A crash closed Interstate 95’s northbound Exit 89 off-ramp Monday morning, October 19, while an eyewitness reported emergency vehicles blocking Allyn Street access to the nearby northbound entrance.

CTroads, the state’s traffic-information service, listed the northbound off-ramp as closed because of a crash. Its advisory said the incident was reported at 8:10 a.m. and the entry was updated at 8:11 a.m. The closure was still displayed when Eastern CT News checked before publication.

An eyewitness account provided to Eastern CT News described emergency vehicles at the northbound on- and off-ramp area and vehicles being turned around as they approached over the Allyn Street bridge. That account indicates an additional access problem on the local road; the state advisory specifically identifies the off-ramp closure.

Drivers planning to reach I-95 north from Allyn Street should allow extra time, avoid the blocked approach and follow directions from responders. An official detour and reopening time were not available at publication. The evidence reviewed does not establish that the I-95 mainline is closed.

Three CrimeRadar dispatch-based items, identified to Eastern CT News as part of this incident, describe a possible sequence leading to the emergency response. A post published at 7:54 a.m. relays that a vehicle was disabled and its operator had left on foot. An 8:10 a.m. post describes responders being directed to cruisers near a wooded area on Sandy Hollow Road and relays a description of a man as uncooperative.

A third post, published at 8:19 a.m., contains a request for a medic for a person reported to have been tased. Its transcript links the response to a motor-vehicle incident at Allyn Street and “89,” with the patient on Sandy Hollow Road. These are automated transcripts of dispatch communications; police have not confirmed the Taser use, the circumstances of the response or the identity of the person. The displayed times are the posts’ publication times.

No verified information about injuries, arrests, charges or the cause of the crash was available. Neither the dispatch descriptions nor the road closure establishes criminal wrongdoing. Drivers should follow responders’ directions while the ramps and local approaches are affected.
