Stamford physician Steven Murphy and two medical practices have agreed to pay $866,539 to settle civil allegations of improper health-program billing, federal and Connecticut officials announced October 16.

The agreement involves Murphy Medical Associates, LLC and Diagnostic and Medical Specialists of Greenwich, LLC.

Officials allege improper claims involving blood testing and the federal COVID-19 uninsured program during September 2019–April 2022. These are the government’s civil allegations, not a criminal conviction.

The payment is divided between $583,310 for the federal government and $283,229 for Connecticut, according to Attorney General William Tong’s office.

The announcements describe a three-year exclusion from federal health-care programs. Connecticut’s release also specifies exclusion from the Connecticut Medical Assistance Program for three years.

The releases do not establish a criminal finding, an admission or denial of liability, or individual patient compensation. This report describes the announced civil resolution; the underlying signed agreement was not independently reviewed.
